top level dependency for https://github.com/dbcli and https://github.com/coala

https://build.opensuse.org/package/show/home:lemmy04/python-mycli should be able to be submitted after this. no-one appears to attempted pgcli & (sqlite) litecli yet, so ill do those after this.

separate packaging requests have been submitted for dependencies tabulate, terminaltables (& subdep colorclass) and backports.csv
