The Leap ibus-hangul packages are inherited from SLE. The ibus-hangul maintainer is qzhao: "Cliff Zhao" qzhao@suse.com.
Could you please coordinate the update with him, so we don't have to branch the package?

The python2 is deprecated in the latest release, please fix the hangal's setup program, but not porting back python2 related packages. Thanks!

ibus-hangul is python3 in Tumbleweed, this is a maintenance request for Leap.
Are you sure ibus on Leap is python3 oriented?
If so, you should switch ibus-hangul to python3 too, from SLE side.
From 1.5.0, ibus-hangul supports python3.
