Does it work even with the EULA now?
Unlikely, there obviously were no changes in this regard to plasma5-pk-updates... ;-)
That's a problem we'll face in Leap at some point as well though.
Yes - but only once PK in Leap gains the EULA support as well and only if those packages are included in updates (which doesn't actually happen often). For Tumbleweed that's much more often the case...
Unfortunately the internal structure of ppu doesn't make it too easy to do implement it properly, so it would need some work. Discover can do it, but it's too unstable and the applet is frankly not even close to a ppu replacement...
Apper should be able to handle it too, but the applet hasn't been ported (yet?), only the main application and the background service (which I think would regularly check for updates and notify the user that there are updates, without the applet it would open the main application then if you click on Check I think where you can see/select the exact updates to install, whereas clicking on Install would just install everything, at least that was the case in the KDE4 version).
So using that again might be an option for the future, in case EULA handling won't be added to plasma5-pk-updates. Although, it is my impression that there have been sentiments against apper and/or its upstream developer from the team in the past (openSUSE 13.2 times at least).
I haven't really tested it much though (or at all, regarding updates), I only build the KF5 port since some time.
Regarding this SR: I actually didn't think much (or at all) when I resubmitted it, I just did it because the old one had a conflict.
TBH, I'm not sure whether it is a big problem or not. OTOH, currently it's not possible to install updates (with the applet) at all, not much better than getting an error in some cases. (I think the only packages with an EULA currently are Mesa-dri-nouveau and AdobeICCProfiles, there might be a few others though)
I've developed an updater plasmoid for Tumbleweed that uses zypper as backend, it can handle both EULA agreements and interactive package conflicts resolution (if there are no bugs).
