do you really want to fork rpm from SLE?
no, RPM is a SLE package, we need it go through SLE, and I wonder we really need to change cuttime in a SP release, of course, if SLE take it then Leap is also fine to have it. BTW you can just update marcosin.diff patch instead of a new patch :)
I can't! osc will not accept a non-utf8 file as of today, and this patch is iso-8859-1. You'll just end with a traceback. Marco Strigl is on it.

yes, I understood. but the backtrace was on 'osc diff' but 'osc ci' should still work afaik. :)
Agreed with Ludwig that this will be skipped for Leap 15.2
