Whats legals opinion on this? - the encoder is a subset of x265 ...

There's an alternative: wipe the x265 sources folder and tweak the makefile to turn USE_X265 off. According to the doc, it will use the less efficient 'jctvc'

second option would be to drop the package completely :) It's not in factory, no idea if it's still useful to anyone.

Swapping x265 with jctvc won't make a difference, this is not a copyright, but a patents problem.

Though, as this only uses still images, the relevant packages may be no longer relevent, but IANAL.

Other option would be to ask the Packman guys if they are interested and drop it from the openSUSE repos.
