The source package 'ktoblzcheck' has been removed
With https://build.opensuse.org/request/show/765889 I submitted this package to a develop project, which has been declined because the development has been removed without adding a new development. This review is declined because there is no development project added and I get a howto link https://en.opensuse.org/openSUSE:How_to_contribute_to_Factory#How_to_submit_a_fix_to_a_package, which I followed exactly. What's going on ?
Seems that you need to send it to a new devel project, then you can proceed.
