the WANT_RELEASEWITHDEBUG change is useless but why not.
No, definitely not - scribus CMakeLists.txt mangles this to CMAKE_BUILD_TYPE, and ignores everything else.
Compare the packages in Factory with this one, Factory has not .debugsource, and .debuginfo is mostly empty.
This is a development release from last year and nothing else was released upstream (while the code changed a lot since then). Debugging anything with this version is most likely useless
