- added pgpool2-debian-config.patch: (taken from ubuntu) patch is slightly modified to use /var/run/pgpool - move binaries to _sbindir - added init script and sysconfig file

- create an user + group and tighten up the permissions on the config to root:pgpool - build extensions with debug symbols - dont move the sample config files. just copy them.

- build and package the pgsql extensions shipped in pgpool - split out the shared library - install config in /etc/pgpool-II
