The cleanup of the specfile was forced by the osc tool I guess.

The change presented here is not a real fix but by this change we check
if the syslog init script is available and only then we call
%restart_on_update syslog.

If you install the packages via rpm the previously required package
syslog-service gets installed at the right point in time. The report in
bug bnc#750478 happens while using zypper.

The package change log message is:
- Restart the syslog service only from post of the klogd package if the needed
script is available; (bnc#750478).
