The license tag got ripped out of the if statement
Short of that being some potential behind-the-scenes trick of a spec anti-formatter, it really makes you ask: what does spec file contain that makes it CC-BY-SA-4 on 13.2 and up, but not on 13.1? There is nothing else in the spec file (like, in %build or %install) that tests for the same condition!
