Please remove the static library (pngquant is the only user of libimagequant, and that works with the shared lib).
Please cleanup the changelog.
On the next submission with dependent packages, please submit the dependency first and mention the SR in the message of the dependent packages.
We typically remove parts from an upstream changelog not relevant here, i.e. "workarounds for Microsoft's outdated C compiler".

Yes, the Microsoft stuff can be removed, the text is taken from https://github.com/ImageOptim/libimagequant/blob/2.12.2/CHANGELOG
Correct. pngquant also provides the sources for libimagequant to create a static lib, but I assume that a separate package for the library makes more sense.
Unless there is a special exception, static libs should never be shipped.
