We typically remove parts from an upstream changelog not relevant here, i.e. "workarounds for Microsoft's outdated C compiler".

Yes, the Microsoft stuff can be removed, the text is taken from https://github.com/ImageOptim/libimagequant/blob/2.12.2/CHANGELOG
Correct. pngquant also provides the sources for libimagequant to create a static lib, but I assume that a separate package for the library makes more sense.
Unless there is a special exception, static libs should never be shipped.
