The broken devel package was most likely caused by commit 3778410f2653b452f6146cddf4bf35a01581f191: "Do not install internal shiny library" (20 Jul 2017 ).

The devel package did not seem important to me, so it is disabled until someone can be bothered sifting through whatever modern art masterpiece that code is supposed to resemble.

Well that change is pretty clear: The shiny library is considered internal code and devel files shouldn't be exposed by installing. If nothing is left for the devel package, then drop it completely.
