In general https://en.opensuse.org/openSUSE:How_to_contribute_to_the_Printing_project requires that the submitter verifies that the changed one at least works for him on his system. Totally untested changes are basically impossible to get accepted. I have only very basic systemd knowledge so I can not at all imagine what those changes mean in practice. Of course you cannot test everything. But you must verify that at least for you it "just works".

Even doing these "just works" test don't scale if you do this for thousands of packages as I do. As cups is a high value target I did a basic smoke test and for me it works.

Standard operating procedure for Factory. It is done so that changes don't get forgotten in develprojects.

For now I accept in only for the Printing project so that interested users could test it but I do not forward it right now to Factory. It will get automatically forwarded to Factory by a bot after some time.
